The Monroe Doctrine

As early as 1783 elements of the Monroe Doctrine began to surface in George Washington’s cabinet as the administration crafted a policy of Neutrality that included isolation and non-intervention in the affairs of the European states. In a broadening of the policy, Jefferson’s Secretary of State, James Madison informed the Spanish Ambassador the United States opposed further colonization of the Americas by the European powers.
Portugal and Spain held a large portion of the Americas, mired as they were in colonial dependent economies; Portugal without the necessary manpower to hold such a large territory and Spain squandered its New World treasures in the squabbles of the European powers. The United States continued to be Britain’s biggest trading partner in the Americas after both the Revolution and the War of 1812 as a booming British economy fueled by the Industrial Revolution began the transition from mercantilism to a laissez-faire free trade system.
A change in Spanish policy designed to reinforce its mercantilist economy would spur Independence movements in the New World colonies. Other European colonial powers in the Caribbean openly traded with the colonies of Spain and Portugal. The British dominated this coveted trade, plus being visibly protected by an ever present British Navy.
This change in policy and the invasion of the Iberian Peninsula further fueled the dreams of independence as many of the colonies realized the mother country could not prevent an invasion of its territory, nor quash the drive to independence that began in earnest in 1808.
The Napoleonic Wars (1803-1815) would be the impetus for the increasingly strong colonies of Central and South America to declare their independence. Napoleons invasion of the Iberian Peninsula in 1807 was followed in 1810 with declarations of independence by Argentina, Chile and Venezuela; the trickle of declarations overwhelmed the European home countries eventually ending all colonial holdings in the Central and South America by 1829 with the exception of the Spanish held islands of Cuba and Puerto Rico.
By the end of the 17th century most nations accepted Dutch jurist Hugo Grotius legal treatise “Mare Liberum” a Latin phrase that translates as “freedom of the seas”. It allowed the free navigation of the globes oceans by all nations thereby reducing the barriers to trade. Beginning in 1814 the British Royal Navy assumed the role of international peace keeper under a policy called “Pax Britannica” (Latin for British Peace). This spurred trade forcing some nations to resort to making payment in goods rather than specie (gold and silver) to reduce the drain on the national treasury.
From the middle of the 17th century, many of the European nations with large colonial holdings resorted to mercantilism whereby the colony was restricted to trading with the mother country. This of course resulted in smuggling, clandestinely encouraged by the British it would flourish throughout the colonies. Efforts by the Spanish crown to curtail this illicit trade further fueled the drive for independent statehood.
The formation of the “Holy Alliance” in 1815 to reinstall the “Divine Right of Kings” and “Christian Values” back to governments posed a peripheral threat to the United States. President James Madison pushed aside this issue to pursue the return of Astoria to the United States demanding return of the territory under “status quo ante bellum” after the conclusion of hostilities. The demand went unanswered until the administration of James Monroe took a more direct approach in early 1817; first informing the British they will retake Astoria by force if necessary. Again the demand went unanswered until October 1817 when President Monroe ordered the sloop-of-war Ontario to sail round Cape Horn to forcefully retake Astoria. The British hurriedly sent instructions overland to surrender the fort to the Americans.
The Monroe administration had shown its mettle, the Treaty of 1818 and the Conference of 1819 would be the administrations next political coup. The treaty and the following conference settled a number of long standing claims; the crowning achievement was making the 49th parallel the boundary from The Lake of the Woods to the summit of the Rocky Mountains.
In 1821 the Russian government issued a “Ukase”, a claim that encompassed much of the west coast of North America and closed waters along the coast to all foreign vessels. Push back by the Americans and the British convinced the Russians to modify their claim, establishing latitude 54’40” north as the southern boundary of the Russian claim by the end of 1824.
In a move to protect the trade they had developed with the newly independent nations, British Foreign Secretary, George Canning approached United States Minister Richard Bush with a joint proposal to prevent action by the European monarchs. President Monroe was open to the idea but Secretary of State John Quincy Adams was opposed and quipped, “I don’t want my country to come in as a cock boat in the wake of a British Man of War”.
Adam’s argument prevailed and the President announced the unilateral policy that became to be known as “The Monroe Doctrine” in his 7th annual address to congress, December 2, 1823. The speech written by Adams was long and couched in diplomatic terms contained the elements of the doctrine.
… as a principle in which the rights and interests of the United States are involved, the American continents, by the free and independent condition which they assumed and maintain, are henceforth not to be considered as subjects for future colonization by any European powers…
In the wars of the European powers in relating to themselves we have never taken any part, nor does it comport with our policy to do so. It is only when our rights are invaded or seriously menaced that we resent injuries or make preparation for our defense.
We owe it therefore, to candor and to the amicable relations existing between the United States and those powers to declare that we should consider any attempt on their part to extend their system to any portion of this hemisphere as dangerous to our peace and safety. With the existing colonies or dependencies of any European power we have not interfered and shall not interfere. But with governments who have declared their independence and maintained it, and whose independence we have, on great consideration and on just principles, acknowledged, we could not view any interposition for the purpose of oppressing them, or controlling in any manner their destiny, by any European power in any other light than as a manifestation of an un-friendly disposition towards the United States.
It is impossible that the allied powers should extend their political system to any portion of either continent without endangering our peace and happiness; nor can anyone believe that our southern brethren, if left to themselves, would adopt it of their own accord. It is equally impossible, therefore, that we should behold such interposition in any form with indifference.
The United States was totally unprepared to back up the policy, but as it meshed with British aims in the Americas the British Royal Navy would be the enforcer again under “Pax Britannica”. The British would violate the doctrine in 1833 when they asserted sovereignty over the Falkland Islands, there was little to no response, under succeeding administrations that would change.
1842; President John Tyler invoked the doctrine as part of recognizing Hawaii’s independence.
1845; President James Polk expanded the doctrine to protect “Manifest Destiny
1862; President Abraham Lincoln warned the French they violated the doctrine by invading Mexico. A military presence on the border after the war convinced the French
1870; President Ulysses Grant’s proclamation concerning Central and South America, …“hereafter no territory on this continent shall be regarded as subject to transfer to a European power”. He invoked the doctrine in a failed attempt to annex the Dominican Republic in 1870.
1895; President Grover Cleveland’s administration would formulate the “Olney Correlation” in response to Britain’s failure to mediate an ongoing dispute with Venezuela. “The United States is practically sovereign on this continent, and its fiat is law upon the subjects to which it confines its interposition”. This marked America’s recognition as a world power.
1898; President William McKinley intervened militarily in Cuba’s bid for liberation from Spain.
1904; Theodore Roosevelt would add the “Roosevelt Corollary” to the doctrine asserting a right to intervene in cases of “flagrant and chronic wrongdoing by a Latin American Nation”.
1912; William Taft’s administration would pass the “Lodge Resolution” an effort to stop agents of foreign nations from purchasing and or controlling assets in Baja California, Mexico.
1928; Calvin Coolidge’s administration redefined the Roosevelt Corollary with the Clark Memorandum asserting the United States had a right to intervene in disputes of its Latin neighbors as a fellow American state but not within the confines of the Monroe Doctrine purpose of opposing European colonization but did not release the memorandum.
1930; Herbert Hoover’s administration would release the Clark Memorandum.
1933; Franklin Roosevelt initiated a “Good Neighbor” policy to the doctrine by asserting a non-intervention clause. The policy would end in 1945 with the beginning of the Cold War.
1948; the Monroe Doctrine would undergo some modifications as its operations began to be directed by The Organization of American States.
1954; Dwight Eisenhower’s Secretary of State, John Foster Dulles invoked the doctrine at a meeting of the Pan-American Conference to denounce Soviet intervention in Guatemala.
1962; John F. Kennedy’s news conference of August29th contained this message: “The Monroe Doctrine means what it has meant since president Monroe and John Quincy Adams enunciated it, and that is that we would oppose a foreign power extending its power to the Western Hemisphere, and that is why we oppose what is happening in Cuba today. That is why we have cut off our trade. That is why we worked in the OAS and in other ways to isolate the Communist menace in Cuba. That is why we will continue to give a good deal of our attention to it”. Kennedy would invoke the Monroe Doctrine in response to the detection of missiles being installed in Cuba, a naval blockade aided in breaking the 12 day stalemate (Oct. 16–28, 1962).
1984; Ronald Reagan’s administration would apparently use the doctrine outside its authorized limits in the Iran-Contra affair. CIA director Robert Gates argued that foregoing intervention in Nicaragua would be “Totally to abandon the Monroe Doctrine”.
2013; President Barack Obama’s Secretary of State, John Kerry said the “era of the Monroe Doctrine is over” in a November meeting of the Organization of American States.
2017; President Donald Trump implied the doctrine might be used as military action might be necessary in Venezuela to counter Iranian and Russian backed groups.
2018; Trump’s Secretary of State Rex Tillerson claimed the Monroe Doctrine “clearly a success”.
Epilogue: The Monroe Doctrine’s 195 year history exhibits both durability and purpose. The standards to which Secretary of State John Quincy Adams ascribed are to be commended. His ability to broach strong language, couched as they were in diplomatic terminology was gauged to soothe rather than inflame passions. Admirably done sir!!

I am issuing a challenge to young adults age 14 – 22. You about to enter adulthood where you will have responsibilities that you and you alone can address.
Voting is not only a duty, but a responsibility that you are to take seriously if you want to see your nation maintain its standing in the world. If you fail to vote after you have become eligible to vote, you have no tight to complain about the direction of the country.

The issues that are to be voted on and the candidates for public office are your responsibility to know both the issues and the position of the candidates. Yes, we have seen time and again that a candidate who during the campaign espouse certain things only to refute the statements after being elected. That is something that no one can be sure of without doing hard and often deep diligence into the candidates past statements and actions, and even then, we can be lead astray.

The ballot box is our voice against these kinds of nefarious acts by voting them out of office in the ensuing election season. Labeling them TRAITORS and LIARS to their constituents is justified if such actions can be proven, otherwise you can be sued for LIABLE. Therefor we all must take care to see to it that we are correct when we call these cretins out.

My biggest concern is whether or not the young have the courage to accept such a challenge. Politics isn’t for momma’s boys and girls who are more concerned with their hairdo than their country. Do you have the courage??? Or are you willing to throw up your hands in supplication???

At approximately 20:40 (8:40 PM) local time, November 11, 1940, the first flight of 12 Fairey Swordfish lifted off the deck of HMS Illustrious (followed by a second flight some 90 minutes later) in the final action of a multi tasked operation dubbed, “MB8”.

The planning for MB8 began in the aftermath of the Munich Agreement September 30, 1938. Appeasement to Hitler’s Germany would lead many in the Admiralty to begin the long range planning for British Naval Supremacy in the Mediterranean.

The planning for MB8 came to the fore as Italy declared war in June 1940 and followed up with an invasion of Egypt in September. The conflict for control of the Mediterranean had begun.
With an Italian Army in Libya, a British Army in Egypt, convoys accompanied by war ships crossing and re-crossing one another’s course, factor in Italy’s alliance with Germany and conflict was considered a real possibility. Commander in Chief of the Mediterranean Fleet, Admiral Sir Arthur Cunningham was responsible for the orderly and safe operation of the convoys that supplied the British Army.
The Italian Navy followed a “Fleet in being” theory that sortied against the British convoys from their base at Taranto consisting of 5 operational battleships, 7 heavy Cruisers, 2 light cruisers and 8 destroyers. To that end Admiral Cunningham was responsible to see that Operation MB8 denigrate the effectiveness of the Italian Navy in interdicting supply convoys to the population of Malta and the British Army in Egypt.
The British were concerned should the Italian navy be successful, supply convoys to the British Army in Egypt be forced to round the African continent’s Cape of Good Hope and leave the badly needed British outpost of Malta with no reliable avenue of re-supply.

Planning sessions made the case for the Italian Navy’s “Regia Marina” based at Taranto to be the prime target. The planning sessions also made the case for an obsolete biplane to be the prime asset to perform the attack. Designed in 1930s as a dive and torpedo bomber with night capabilities made the Swordfish the operational choice.
The Italian navy kept tabs on British movements principally by aerial reconnaissance; this made collecting the necessary assets for the attack on Taranto without alerting the Italians of prime concern. Regular British aerial surveillance of the base at Taranto by British medium bombers (Martin XA-22, named the Maryland by the British) kept tabs on the Italian Navy.

In a seemingly discordant series of mixed convoys, “Operation MB8” began November 4, concluding November 11 with the full on attack (Operation Judgement) of the base at Taranto consisted of 5 convoy elements (Operation Coat, Convoy MW3, ME3, Convoy AN6, Operation Crack) that would allow the assets necessary for the raid to be assembled near the Greek Island of Cephalonia (located approx. 170 miles South-East of The base at Taranto) without unduly raising concerns of the Italian Navy.
“Operation Judgement” was originally scheduled for October 21st (Trafalgar Day) but delayed by a fire aboard Illustrious that destroyed two of the Swordfish. A second British aircraft carrier, HMS Eagle was to join Illustrious but a fuel system failure eliminated her participation. In order that Illustrious be able to launch the attack alone, she took aboard five Swordfish from HMS Eagle bringing the number of Swordfish available for the attack to 21.

Several incidents contributed to the British success; first the complexity of Operation MB8 confused the Italians into thinking that it consisted of supply convoys not an offensive. Secondly the Italians had placed a number of barrage balloons to protect against low-flying aircraft, but a wind storm on November 6th had reduced the number of balloons to 27. Lastly but of greater importance was the lack of proper anti-torpedo nets for fully one third of the capital ships in harbor.

The first wave of aircraft consisted of six Swordfish armed with torpedoes, two with a combination of bombs and flares and the remaining four armed with bombs made up the first wave. This was inadvertently split into two sections as 4 aircraft strayed from the group while flying through some scattered clouds.
Eight aircraft approached the harbor at 22:58, one dropped flares, joined by another plane, the two attacked and set fire to a series of oil tanks. Three aircraft led by Lt. Commander Williamson attacked the battleship “Conte di Cavour” with a torpedo that tore a huge hole just below her water line; Williamson’s craft was shot down by the ship’s anti-aircraft batteries. The two remaining aircraft, dodging barrage balloons unsuccessfully attacked the battleship “Andrea Doria”. Three planes attacking from a northerly direction launched torpedoes at the battleships Littoria (hitting it with two torpedoes) while missing the battleship Vittorio Veneto.
The bomber force, led by Marine Captain Patch, although having difficulty identifying targets successfully bombed and scored hits on two cruisers and straddled a group of four destroyers.

Nine Swordfish made up the second wave, but a ship board collision damaged two Swordfish forcing one to abort and the final Swordfish to launch some 20 minutes behind the rest of the flight.
Lt. Commander Hale and his flight approached from a northerly direction with torpedoes, bombs and flares. The battleship Littoria was attacked by planes dropping torpedoes again, one torpedo striking her. One of the flight, despite taking heavy anti-aircraft aimed its torpedo at the battleship Vittorio Veneto but missed. Another craft would torpedo the battleship Caio Duillo, leaving a huge hole in her hull and her forward magazines flooded. Lt. Bayly was shot down by anti-aircraft fire from the Italian heavy cruiser Gorizia after successfully attacking the battleship Littorio; the only craft downed in the second wave. The late launch by the last of the attacking Swordfish arrived some 15 minutes made a dive bomb attack on one of the Italian heavy cruisers but was unsuccessful.

Out of the 20 Swordfish that participated in the attack, only two airplanes were lost. Lt. Commander Williamson and his crewman were taken prisoner, Lt. Hale and his crewman would die in the crash of their craft. The rest of the attacking aircraft returned safely to the Illustrious, the final plane landing on her deck at 02:39, November 12, 1940.

British Admirals Cunningham and Lyster wanted to strike the base again the next night, but bad weather intervened.
With the loss of half its capital ships, the Italian navy moved its base of operations to Naples. Contrary to British hopes, five days after the raid, the Italians returned to actively sortie against British supply convoys but were constrained by the added steaming times to interdict the British convoys.

The damaged battleships would undergo substantial repairs. The Conte di Cavour was so severely damaged that she never returned to service. The Caio Duillo was run aground in order to save her and seven months later was returned to service. The Littorio required four months of repair before she too was returned to service.
A modified drop of the torpedoes allowed the British to successfully use torpedoes in the shallow waters of Taranto harbor. A drum with a roll of wire attached to the nose of the aircraft kept the torpedo from nose diving into the water, keeping the torpedo in a flat trajectory as it entered the water.

Lt. Commander Takeshi Naito of the Imperial Japanese Navy was flown to Taranto to investigate the successful attack; this inspection confirmed for the Japanese that they could successfully attack the American base at Pearl Harbor in spite of the harbor’s shallow depth.

This raid on Taranto confirmed for the British the aircraft carrier was of greater value than the battleship due to its ability to attack from ranges that even the big bore guns of the battleship could not reach.

Betrayal, the breaking or violation of a contract, trust or confidence.

The American people have been betrayed by the very institutions that we have been led to believe have the very best interests of the American public at the core of all they do. Nothing could be further from the truth as the betrayers have been the pharmaceutical companies, the Medical Profession, the Scientific community and the American Congress.

Big Pharma has foisted medications and vaccines on the American population with little regard for their efficacy and little research to know for certain that they do no harm. By contrast, they are more interested in the monetary issues than curing disease and illnesses. This is greed on a monumental scale. The loss of trust by this industry is betrayal on a scale that boggles the mind.

The Medical Profession has abandoned its role in proscribing the best medication for various illnesses and by advocating for this or that medication with little to no real certainty or concern that the medications they prescribe are effective. That they may do more harm than good is but another indication of the lack of concern for their patients. Again, monetary concerns are at work here.

The Scientific community has abdicated its role in seeing to it that honest investigation and testing is carried out when a new medication arrives to be tested. That the scientific community is rewarded with approvals for these so-called miracle cures is evaluated, the money they receive for positive results far outweigh any and all truth and integrity.

When we address the American Congress, the betrayal is even more colossal, that monetary concerns are even more indicative of a rot that is so pervasive. A rot that eats at the very fabric of our Republic. When Bernie Sanders screams NO!! NO!! NO!! at the top of his lungs that it was the workers in the “pharmaceutical industry” that donated money to his campaign that we see both his hypocrisy and his disregard for truth and decency.

Is it any wonder that the American public has become even more skeptical of these institutions?? No, not at all, and even more troubling is the fact that change is not likely to happen when all is arrayed against the American public. Unfortunately, we are at the mercy of these heinous industries with little to no relief in sight.

Robert Fitzgerald Kennedy is trying to make a difference, but his efforts are being thwarted at every turn. Without help from quarters that have no interest in seeing positive changes, he, like we, are betrayed once more.

“We the People” or nothing at all.

“We the People” or nothing at all.

The preamble to the US Constitution starts with three simple words… “WE THE PEOPLE”. It clearly states that it is” We the People” who are the sovereign in this Republic. Not the Congress, not the President, not the Supreme Court, not members of the Deep State nor their minions and certainly not district federal judges, but “We the People”. Just how hard is it for the progressives and the left to understand that simple, straight forward statement?

Obviously very hard if you but listen the garbage they spill in words and print. They are so sure that they are the arbiters of all that they cannot fathom this most simple and straight forward statement in the Constitution of the United States. We are bombarded daily with edicts from district federal judges who feel that it is they who have the right to decide that which truly falls in the purview of the chief magistrate of our Republic and the US Congress.

Article 1, Section 1 of the Constitution clearly states: All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives.

These officials shall be duly elected by “We the People”. The person who fills the office of the President shall also be duly elected by “We the People”. To him falls the job of chief magistrate, not members of the Congress, the Supreme Court nor any district federal judge and certainly not any other non-elected individual.

Are we headed for a Constitutional crisis? We very well may be, but the question of who will emerge victorious must fall to “We the People” or our Republic will be no more!!! Any other outcome will doom us and our Republic to the trash heap of history.

Killing our children.

Killing our children.

I find it hard to understand those who kill children. That it is a mental issue does not fill the bill for me. If you kill the innocent, you have stepped over a line the defies reason.

Insanity pleas are a cop out in that many times the perpetrator runs in order to not be caught. That tells me they most certainly understand they did something wrong. To not acknowledge or deny that you did not understand it was wrong defies all common sense if you have the presence of mind to try to hide.

Law and Order must be at the top of the list if we citizens are to find peace and security. Stupidity is no more a legal defense than denial. Judges must be firm in dealing out justice and juries cannot bail on their legal obligations to the public they are supposed to serve.

Lawlessness.

Lawlessness, it has become a big problem in this country. From the petty thing as driving too fast, to the shameless antisemitism that is sweeping the country, to the trafficking of youngsters and women, to drugs that can kill an entire city, to politicians who act on insider information to the detriment of honest citizens who have no conduit to such information, to the defiance of lawful orders from law enforcement officers, these are but a few instances of the lawlessness that infects our Republic.
In an earlier time in the western US, vigilante justice often served as the only viable law in a near lawless society. It may not have been pretty, but it was effective. Is that where we are headed?

Judges who feel they have the right to hand down sentences that do not reflect the will of the people and juries who defend actions the American public view as heinous. Is this not judicial lawlessness?

Lawless activities by elected officials defies the very idea of a lawful society. Solon, the ancient Greek philosopher wrote, “To make an empire durable, the magistrates must obey the laws and the people the magistrates”. (638 – 558 BC) Does this not speak to the problem at hand?

I have no magic wand that I can wave and make this go away, but I do think that for We the People to ignore such activity can only lead to more acts of lawlessness.

An old cowboy saying comes to mind, “Half assed measures yield half assed results”.

Not to put too sharp a point on it, but; lawless acts erode the freedom of all law-abiding citizens.
Former Federal Judge Learned Hand said in a 1944 speech, “liberty did not mean the freedom to do as one likes. That is the denial of liberty, and leads straight to its overthrow, A society in which men recognize no check upon their freedom soon becomes a society where freedom is the possession of only a savage few”.

I for one, have no desire to live in such a society.
